Capt. Thomas Dunn & Capt. David Batchelor are MPTC Instructors and also qualified instructors in ICAT. Under the direction of Chief Brian Kyes an Introduction to ICAT has been instituted at this year’s Chelsea Police Department In Service Training.
This technique and theory is only implemented with edged weapons and blunt instruments. ICAT suggests that the police slow everything down, take a tactical pause when appropriate and attempt verbal interaction with the person who is armed with an edged weapon or blunt instrument. In some cases these individuals, who are usually in crisis, have a mental illness and this is the reason for the police interaction and the subjects non-compliance.
ICAT truly provides the officers with additional options to attempt to diffuse a volatile situation while always maintaining the sanctity of human life.
